        Since its inception in 1986, the Canadian Immigrant Investor Program, which aims at merging foreign investment into the Canadian medium and small-time enterprises, improving the country’s economy, and creating job opportunities, has been a top choice for Chinese investors. The program branches into the Federal Immigration Investor Program, the Quebec Immigration Investor Program, and the Provincial Nominee Program, namely BC Business Immigration Program. In the 1990s, both the Federal and Quebec programs required the investor to have a net asset of at least CAN $ 800,000, three years of enterprise management experience, and an investment of CAN $ 400,000. In 2011, the policies changed and the net assets requirement increased to CAN $ 1,600,000, while the investment increased to CAN $ 800,000.
